The hub site had some down time today, but is back up now. So, I'm
testing out attaching your file and I'm able to attach both the tar and
.html files successfully.

This might not be the result you want, but I'm not sure. Give me a bit
more information, so that I can understand this better (we can work
offline to test this some more also). I'm not sure how your
documentation appears on the webapp today, so I need a pointer from you
to the current published document.
Because you are generating html from docbook, I don't see a reason that
you would want to integrate your content into the wiki for management,
but again, I need to understand your goal more clearly. Assuming you
want to continue to use DocBook going forward, putting the document into
a hg repo provides more options if we do some rsync work.
We have at least two documents like yours that are generated from
docbook/solbook source and published on the site (ON devref and getting
started guides both). Both documents use different methods of publishing
because we've never had bulk loading of files, so let's take a look at
those also and see what we can leverage.
