The left navigation panel uses JavaScript which unfortunately breaks on
the treeview tab of the AllDocs index. This is something I am
investigating. The contents of that 'spaces' panel are no bigger on that
page than on any other, so I don't believe it is a css issue as such.
The 'loading data' dialog that appears is not related to the left hand
side spaces navigation panel, and is an artifact of the treeview
(XWikiExplorerWidget) loading the names of all the pages in all the
spaces - the left hand panels will load all the space names, but only
the page names for the currently viewed space.
It so happens that the AllDocs treeview is also broken for the albatross
skin; an issue which has been logged as a bug

The site will eventually have its own templates, css and other 'skin'
elements and indeed some of this will be supplied by a separate 'chrome'
application.

i have the same problem. (firefox 3.1b3)
reproduce: find a quite big page like [0] then scroll
IMHO: it's slow because the "broken" CSS styles
