A solution that other projects have used, even before the migration, was
to post html documentation as files on the download site - dlc.sun.com.
For instance, the OpenSolaris distro docs are posted that way:
http://dlc.sun.com/osol/docs/content/2009.06/
Unfortunately, I think that requires someone inside Sun to post the files
to dlc.sun.com - but you could probably work out permission to post them
on genunix or another site instead, or even just as raw file attachments
in xwiki.
