I think most people can, on their own personal network anyway (LAN) as the 
default weewx install provides a webserver and database for local network 
viewing.
I agree that most don't want to/can't easily make their WX station 
available to the public/internet.

I use nginx on an old R-Pi to reverse proxy incoming internet page requests 
to my internal LAN addresses, e.g.
http://www.nthead.co.uk/weewx/wxobs/index.php
