Try to communicate directly with the Envoy, without going through WeeWX. For how to do this, see the section *Establishing connectivity <http://weewx.com/docs/usersguide.htm#Establishing_connectivity>* in the User's Guide. If you are unable to do that, then this is definitely a hardware problem.
