Follow-up Comment #9, bug #9304 (project wesnoth):

Do note that I actually made changes that fixed at least some of the
off-by-one bugs by tweaking coordinates in the scenario .cfg's (since I
didn't know the bugs were caused by the top rows having been cut off). Things
like move_unit_fakes, starting positions of units and so on. This of course
means that the current state of the maps and scenarios is that some things
are off-by-one and some aren't.

My changes were mostly between r17400-r17700, so they were before 1.3.3, not
after.
