About incomplete translations I would say it depends. For example, if a certain translation doesn't have some of the official campaigns translated, but everything else is up-to-date, it should be added IMHO. On the other hand, if a translation is almost finished, but has not been updated for a long time (and thus it has many fuzzy strings), it might not be added.
