Yes, balancing changes inside campaigns can still be done even with the freeze. Even unit balancing changes are still allowed (those are no longer allowed once we reach the RC stage!). Okay, here is the list of items that I am aware of which would currently speak for a delay of freezing: 1) fabi still wants to work on some dialogs which require some extra strings. 2) happygrue wants to add in the Khalifate (not 100% sure when that can/will be done) Is there anything else missing what I should wait for? I guess the freeze would be: 1) (hard) freeze for features (so from that release on it should be bugfixes and balancing only) 2) soft freeze for strings, so if there are some bad cases where a string needs to be adjusted to fix an obvious inconsistency/bug it can still be done, but no huge rewrite of content anymore (so that translators can/should get started) What do you think folks? Yes, I would like to go into freeze this Christmas season since otherwise it will be even longer until we get done with things. It would be even worse if we e.g. decided to go for SDL2.0 while talking at FOSDEM since I guess this would mean some extra month before anything *might* be ready. The last stable release was now almost two years ago, I think it is time we get something out again.
