Hi Denis thanks for your quick response. Lets take the example of lack of reliable power in West Nile. What is the actual population of West Nile? Dont leave it to quess work. The Population officers have these details and they can project into the future. What activities do the people in West Nile undertake which will need electricity? What can West Nile boast of as the one bringing in money for our region apart from tobacco which is destroying our land, families, economies etc? What source of power do the few people who have to use electricity use: solar? Generators? etc Is it cost effective? What consequences does the use of wood fuel have on the environment? Lets not limit ourselves to blame the government alone. There is a saying "A man with a bent mouth speaks straight, if you only look at the mouth you miss the point". Some of these things said as a way to demeaning the government will be brushed off. The findings of research speak to anyone and enable decisions to be taken in the right direction.
