Many bugs have been fixed from 1.8.1 to 1.9.1. It is always a good idea to try the latest (stable) version first, it saves a lot of time for both you and the people who respond to bug reports. It is really regretful that the still-in-use Debian "stable" ships with such an ancient Wget.
