You, as do many people, misunderstand the meaning of the "Status" and
"Resolution" fields; a bug does not have to be open to be a legitimate venue
for discussion (bugs which should be silenced are marked as Closed).  The
Status reflects precisely that: the current sentiment about the bug.  

That current sentiment is that several senior sysadmins have stated that the
requested change will not be made.  Unlike the wiki you are used to, there is a
well-established (if loose) hierarchy within the developers which means that
that decision will not be overturned without their agreement.  Now that change
can happen, driven by discussion and progress here, on the mw.org page linked
to in numerous comments above, or elsewhere.  It can happen by convincing those
who have already taken a position to rethink it, by convincing other sysadmins
of a similar level, or by convincing higher authorities to overrule them.  It
cannot happen by simply reopening the bug and hoping that, if you wish hard
enough, reality will magically readjust.
