The main obstacle I see here would involve the source of the image. Currently, Wikivoyage banners are stored on Wikidata, but the template we use treats the Wikidata source as a default, allowing it to be overridden locally with a different image. Maintaining that option seems critical to gaining wide acceptance, whether on Wikivoyage or on other projects.
