Jdlrobson added a comment. LtPowers I would envision an edit link somewhere on the rendered banner itself that would allow you to swap out the banner for another one with a nice easy to use interface (i'm thinking about that for a mobile web project).
Is there any reason why you would not want to use the banner value stored in Wikidata? It seems strange the value might not be the one actually used? I'm happy to help with code review and helping you with any issues you have that prevent you from getting involved in this.
