Fortunately, it's very difficult to stop people in countries with poorly functioning higher education systems from enrolling online at universities based in other countries. So, for example, if the regulations in Nigeria say that one needs a $1.3 million USD bank guarantee and a hundred hectares of land to start a new institution there, one can simply start one in a friendlier locale instead and market it across the border.
