Unfortunately, the Charities Commission are currently not considering applications for charitable status from organisations with a turnover of less than £5,000 per year unless there are exceptional circumstances: http://www.charitycommission.gov.uk/publications/cc21.asp#32 "65. We will only consider an application for registration from an organisation below the minimum income in exceptional circumstances."
