Some MotherBoards will not allow much to happen if the CPU
heatsink fan is not spinning, (or if not properly reporting it is spinning...)

From: "Gaffer"Something else that you could check, but make sure that you are hanging onto the case with one hand, is to have a feel with your finger, right at the base of the CPU heatsink and see if its getting warm !! I will bet that its not !!!!
You can temporarily disconnect the CPU fan to check this. Under normal conditions it will get very warm quite quickly, say 60 seconds or less.
