I have not. I am not sure what to check for. The DHCP works fine on the
notebook (wireless). I also noticed that the "Cable Unplugged" bubble pops
up occasionally. It goes away quickly and usually the IP is the same, but
sometimes it changes.

I changed all the cables and have a cable tester. They all check out fine.

Hmmm... If I disable DHCP and assign static IP's to both computers, that
might work. Is there any reason I should not do this?

Sounds like the DHCP server on the D-Link is toast.  Have you checked
the settings for DHCP on the router?
