Actually that was going to be my next suggestion. We have 4 PCs networked, all with assigned IP addresses.

I changed all the cables and have a cable tester. They all check out fine.

Hmmm... If I disable DHCP and assign static IP's to both computers, that
might work. Is there any reason I should not do this?

Sounds like the DHCP server on the D-Link is toast.  Have you checked
the settings for DHCP on the router?
