If it runs correctly, tho' slow, without crashing, it seems IMHO that the clock speed has been set (very) slow, possibly to compensate for a poor cooling system, which at normal clock speed caused overheating and crashes. The implication is that the new fan is wrong in some way or has been fitted wrongly. Have the fan fitted correctly by a professional tech and correct the BIOS clock speed setting. (Am I wrong in thinking that some CPUs have some kind of self-protection that will underclock them if too hot? Just a thought... I'm probably wrong! If this was happening, a cold machine would boot and run normally for a few minutes until it got too hot.)
