I would try something like: 1. Move as much data as possible from smaller partition to larger partition. 2. Resize smaller partition to as small as it can be. 3. Slide one partition to make free space from step (2) adjacent to the upper end of the larger partition. 4. Resize larger partition to use free space made available. 5. Repeat from step 1 until smaller partition is eliminated.
This will not be fast and will work better if the smaller partition is the 2nd partition.
