If you are referring to the Task Bar, then that object can be clicked on and dragged to anchor on any of the four sides of the screen. Just click on it in an empty spot of the bar and drag it back to the bottom to anchor there.

If it is doubled in height, hover the mouse pointer over the top border of the task bar until the mouse pointer turns into a double-arrow, click and adjust the height as desired. You may need to adjust the size of the tool bars so as not to force the doubled height, too.
