Let me put this scenario to you:-

You have a machine that becomes unstable when you burn a CD/DVD !

Is it the PSU ?  The voltage checker will tell you that the PSU is Ok !  
But is it ?

When you have spent time checking the software, the CD/DVD drive, cables 
etc.  How much checking are you going to do before you get round to the 
PSU.   If I mention TIME or TINY you may get the picture !
