I had also heard (but never had this problem) that sometimes the
power connector (only) needed to be hooked up to "just about" any
hard drive to give the PS enough of a load to "sense", so it would
come on...  Is that an Urban Ledgend?

To get into BIOS setup you need a power supply, motherboard, processor, RAM
