Actually, my problem was sort of the opposite of no load - when the ps was
plugged into a tester (designed to test computer ps outputs) it showed it
was fine.  But in the system with load on it, it failed.

To answer my own question, better MBs will add a temporary
load to make sure the PS "kicks in", and then remove that load
when there is enough of a "natural" load to allow the PS to stay
on...  So it is not an Urban Ledgend...

Justg another typical case of YMMV...
