Hi,
I've used standard PC boxes + PSU as housings for my own electronics - never
had to consider a minimum load - my stuff pulled at most 800mA at +5V!

To answer my own question, better MBs will add a temporary
load to make sure the PS "kicks in", and then remove that load
when there is enough of a "natural" load to allow the PS to stay
on... So it is not an Urban Ledgend...
Justg another typical case of YMMV...
