Since you have said "it does happen" and "it 'can' happen", is that personal
experience? Which motherboard? Or is there a web URL reference to someone

It reminds me about having to write a special report in High School years ago...
The American History teacher asked a "simple enough" question, during a test.
(He could not think of enough good ones and threw this one in as a
"give-away"...)
When was the Declaration Of Independance signed?
I read the school book, and it was listed in the captions of the pictures...
(He missed it...)
I was the only one that got it right, and had to "fight him" about it. (The
reason for
the special report...) I never heard the correct answer "anywhere else" for
years...
(Many, many, years...)
After I asked my list question -- (it wasn't a correction, or even an
addition, it was in
the form of a question <grin>), I Googled it, and found "enough" fairly
quickly to satisfy
what I had remembered, -- from what might be the "slightly" distant past...
I will keep my eyes open for some "killer" evidence.
(Disclaimer: It could take hours, or even weeks to "stumble across" hard
proof...)

This really gets back to how to "test" an ATX PS...
Retorical: How much load is "enough" to "kick them on"...(?)
FWIW, I boot my BartPE & XPPE CDs with no HDs lots of times, so I know
the problem does not effect me... That is not a fair test though.....
Additional question: I wonder what the load is of a normal CD, or DVD
drive.......
(OR two or three) -- (That muddies the waters - a lot, for people using that as
"proof"...)
I think an HD (my typical ones) idle at 12W, and 25W seeking... YMMV
"Locked rotor" (or startup) currents are generally much more for every motor
type I
have ever seen specs on...
