This is doable in freeside with the integrated ticketing system. We've done things like take leads from the website via a form which loads a ticket up in the ticket system from there it is just a matter of clicking a link to make them a customer. Typically we push configuration files to most NMS systems that have hooks. I have exporting info from freeside to cacti and nagios in the past. My biggest issue with NMS built into the billing system is that it is kind of insecure. Your entire network shouldn't be able to reach your billing system.
