I think that choosing what default dockapps a distro should include is
a task for the distros maintainers.

Even though I do use wmsystemtray (so I know if someone is chatting me
on Pidgin or to toggle the appearance of the audacious music player) I
don't consider it should be included by default on the Window Maker
source/package.

On Gentoo we have the following packages for Window Maker:

x11-wm/windowmaker (Window Maker)
x11-themes/windowmaker-themes (collection of all the Window Maker themes)
x11-plugins/%dockapp%

Adding an ebuild (windowmaker-extra/dockapps) to hold dockapps of
common use shouldn't be that complicated and I think is a more elegant
solution that having them included in the main package.
