That is true. You can indeed switch to an arbitrary window with the mouse - once the switchpanel is open. It is opened in the first instance only as a side-effect of pressing the FocusNextKey shortcut.

The shortcut's purpose is to cycle windows and this new preference controls whether or not the above side-effect is active, so I would argue that the term is appropriate.
