Alt-Tab is "cycling" only in one specific scenario (holding the Alt). It's back-and-fro'ing between windows (Alt-Tab with complete release) and calls up the "switch panel" (Zoltan is right about that space there)

Anyway, the distinction isn't worth an additional verb, somewhat too informal at that.
Cycling? Bicycling? Recycling?
