The GNU project has the strict policy of giving priority to GNU
packages.  The GNU operating system should, therefore, use a window
manager that is a GNU package or whose developers are willing to make
it one.

It means that the GNU project would dub it an official GNU package:
GNU Window Maker.

A program is an official GNU package when

  1. The GNU project and the program's developers agree:

    - That the program is part of the GNU project, released under the
      aegis of GNU --- and say so in the program.

    - To make the program work well with the rest of the GNU system.

    - To stay in touch and collaborate in any eventuality that might
      arise.

  2. The GNU project and the FSF agree:

    - To endorse the program's use and development.

    - To provide full access to their development facilities and give
      technical support on it.

    - To offer legal support and advice.

    - To promote funding campaigns, if necessary.

  3. The program's developers agree:

    - To pay attention to the GNU Coding Standards and GNU Maintainers
      Information guides.

Probably, there is not much work to be done in Window Maker's source
code and documentation because they still largely reflect the time
when Window Maker was a GNU package.  See the README file, for
instance.
