Then the idea of an automatic network isn’t feasible. Maybe it could

Let's get real here, folks.
The SOLE utility of WSJT-X is to generate QSOs. Full stop.
As a consequence of deliberate, well-considered design decisions, it is
close to useless for communicating any message longer than 13
characters, so the only time you're going to use it at all, at least in
any serious way, is when ALL you want to do is generate contacts, not
convey information.
If an EMP takes out your Internet service and nullifies your NTP access,
it's because there's a friggin' WAR on, dude, and you're going to have
much more serious problems to worry about just generating contacts for
yet more wallpaper.
And as far as the DXpeditions are concerned, in such an event, I
guarantee you that freezing to death in a fragile tent amidst howling
blizzards on a rocky beach on Bouvet Island is quite likely the last
priority you're gonna have in the midst of a war serious enough to see
the GPS network shut down or become inoperative.
So just buy the darned $25 GPS receiver from Amazon and take it with you
on your next DXpedition and don't worry about the theoreticals that
you're not going to encounter in any likely scenario.
