The wwwoffle-namazu script that is included with WWWOFFLE only calls
the namazu.cgi program. It does not do any indexing, only searching
of the index.
The wwwoffle-mknmz-* scripts included with WWWOFFLE do the indexing.

I don't understand what is happening either. There seems to be some
confusion over indexing and searching.
Try running the following (should all be on one line) and see what you
get, it is the same as using the search form in WWWOFFLE:
env QUERY_STRING=query=wwwoffle SCRIPT_NAME=namazu
/var/spool/wwwoffle/search/namazu/scripts/wwwoffle-namazu
I get out some HTML containing a list of pages that contain the word
'wwwoffle'.
