No. The header matches your 'external attachment'. It reads:
Content-Type: application/octet-stream;
name="wwwofflebook_ui"
Content-Disposition: attachment;
filename="wwwofflebook_ui"
Content-Transfer-Encoding: base64
So, maybe, the problem is at my end.
Perhaps the following added line gives a clue:

That was the easy part.
The harder part - and probably a totally unfair request to you - is to
use the bookmark file in other browsers as a starting point for deciding
what should go into 'purge.conf'.
I sent my initial posting to wwwoffle-users in the hope that users with
other browsers, who use WWWOFFLE, might be inspired to develop your
script.

If you check in the WWWOFFLE source code under the directory entitled
'contrib', you will find that each accepted contribution gets its own
subdirectory. Some of these subdirectories have just scripts; some have
scripts and a README file. In addition there is a global README file,
presumably written by Andrew, that summarises what each contribution
does and how the contribution does it.
In my view, other script writers would find it more helpful to have the
explanation of what each routine does at the appropriate location in the
script. Users, on the other hand, get more help from a README file.
My suggested alternative routine
===============================
1. Use /var/spool/wwwoffle/http as the starting point for constructing
'purge.conf'; and
2. Give the option to construct the 'purge.conf' file either from
entries that are to be purged _or_ from entries that are to be
retained.
