Both altogether is standard for good scripting, i think.
I use to write READMEs for more sophisticated scripts. 
But 'woofflebook' is only a small tool (yet) and i didn't intend to post it
anywhere, in the beginning.

In a recent debian install (stable or testing) i don't have this
directory. There's a /var/cache/wwwoffle/ for the content and /etc/wwwoffle/ for
configuration files.
One can change pathes easily in the script 'header' itself. 
I know some people don't like it, so ... perhaps i should get used to'outsource'
config settings in seperate files.

I don't understand this.
My rationale was, entries that don't appear in purge.conf will be purged after
the default time. Entries appearing there will be preserved either for the
explicitly assigned time (if they are in the 'fixed' section), or else
'forever'. Why should i want to construct a purge.conf with entries that are to
be purged ? From where should i get those ? You didn't mean to collect them in
the browser, don't you ?
It would be a major change to the script to include the option to 'purge all
files specified in purge.conf immediateley, but nothing else at all', and it
wouldn't be my intention: 
that is, you don't need to take care of all the accumulated browsing rubbish, 
as long as you add important sites to your bookmark 'database'.
