As for the first part of the question, surely. In that case I'd just
recommend using a program like GNU stow or the Encap package manager so
you avoid the risk of scattering out files that might later cause some
conflict with your regular package system.

Installing the Debian package and then copying over the spool from RH
into the directory where Debian keeps it, seems like another option.

The command 

    dpkg --purge <package>
    
removes all files in the package.
