That strategy started the problem. And, it now looks as though replacing version 2.7a by version 2.8c will not solve it. For the record, re-installing wwwoffle and dispensing with the attempts to copy the RedHat cache to Debian solved the problem. WWWOFFLE now works - as it has done for more than 3 years.
