It seems as simple as commiting into xml-xalan/perl. Anyone with
commit in one of the xml groups (xalan or xerces for example) could
do it. 

Then someone would need to modify the WWW site to add a page for the
Xalan Perl bindings.

I am willing to assist with both tasks.

BTW, Ed, are you building the interface by hand, or are you using
SWIG?
