Because I think it's wrong to let users limit their system to 1.0, so 
I'm against making this easy. All sorts of people misled by people like 
Elliotte will turn this on without understanding what it means.

Why? If there are Xerces users that want to use such
a feature, I see no reason not to include it. I would
still make the *default* be to accept XML 1.1 docs,
though.
