With the entries you have and if your peer IP is 127.0.0.1, you should be able to get in CTRL. I have this in mine : "0.0.0.0" "0.0.0.0" "DENY" 1 "127.0.0.1" "255.255.255.255" "ALLOW" 2 And it is working fine.
