This was difficult to find but when I checked my main mailserver I found it had developed the same problem but same NetBSD version 3.1+ as system that was ok. As these are near identical configuration I just diffed the files and found a typo in server.tab smartdns line and on correcting this could again send mail to hosts on lan ok. Problem with NetBSD-4 system was down to same fault.
