I have a geforce2 mx400, athlon 1200. Using OpenGL I get exactly the same
frame rate as using X11 with no scaling (~100fps in CPS2 driver). At least
this is true with -cabview, using a cabinet file I adapted, which stretches
the game "texture" in the whole screen using the graphics capabilities.
