[~bibinchundatt], I'm a bit hesitated to get this patch committed since it
seems reverted changes of YARN-4984. But this is a valid issue, is it possible
to delay creating app log aggregation thread after token received? Otherwise, I
would prefer to move this to 3.1.2 since it could introduce thread leak.
