Yes but that is not what the CHI says. A man who would be more comfortable meeting with the high priests because of his age could be authorized to do so without ordaining him a high priest. Unless there is compelling reason otherwise, such as inspiration to the stake president, a man is called to be a high priest only if his calling requires it.

At least that is my understanding.
