It's not just Sydney-siders, it's internationals as well. It may change in time. Jeff Mills' gig in April was a sell-out on a Wednesday and one of the best nights I have ever attended! It could be that he has transcended the techno scene somehow. I think in Sydney there are cool pockets for house - the Mad Racket parties are legendary - and it has some excellent DJs, too. The techno scene in Melbourne is splintering along the neo-rave (younger, more European-influenced) and neo-Detroit (US-influenced, cross-generational, more club-based) crowd. Actually there is quite a lot of techno in Adelaide's Onion considering that it is bi-weekly? A lot more than you find comparatively in some UK publications. The magazine put out a mix-CD with exclusive (I think) cuts from HMC who it's always supported. The main thing is diversity.
