Hello Arup,

If concerned booking staff is acting like this, you may definitely approach 
to Reservation Supervisor/DRM/CPRM, because it is clear guidelines to 
Railway to provide concession to VH either he/she is traveling with or 
without escort. Only Mentally and orthopaedically handicapped commuters are 
not allowed to travel without escort. It is also mentioned on the format of 
concession certificate provided at Concession Branch, DRM Office.
