Well, even HP quota in sleeper coaches is not always readily allotted to the
blind, on the contention that it stands for "handicapped quota" and
handicapped stands for "orthopedically disabled" and not for "blind".
However, when fed into the system, it readily allots it the blind: with or
without escort.

Same is the case with "handicapped higher class concession" as the railways
calls it, which is fifty percent concession in first and second AC. It is
refused by rank and file, on precisely the same ground as above, and
accepted by system when fed. But, at times, they don't take the trouble of
feeding it into the system.

Railways is requested to rectify these and other semantic ambiguities.

Maybe, I wonder, we should prepare a consolidated petition for each sector
and follow it up with respective authorities by our collective strength.

Each sector may be assigned to each willing and able volunteer from amongst
us.
