Hi, Such incidents of non-disabled people boarding the compartment for PWDs is very frequent in my case. Recently, I have had to travel by train often for certain classes from Bombay Central to Vile Parle. Below are some of my personal observations and remarks: * Non-disabled ladies are more likely to be the travellers in our compartment than on-disabled men. * Visually impaired people almost always become aware because senior citizens and people with physical disabilities, for instance, do almost always protest agains this and ask non-disabled passengers to leave, by shouting in chorus 'Handicapped ka dabba hain' and similar phrases. Their protests enlighten us about the boarding of non-disabled people and visually impaired travellers too begin to protest. * Although the quantity and frequency of non-disabled people continuously boarding the compartment of PWDs does sadden me, I am often gladdened to observe that there are always protesters who instruct and often fight (advocate rather) for their illegal boarding and the nuisance they were creating. 'Fighting for rights' is very well demonstrated by persons with different disabilities unitedly in the many incidents I have witnessed. Narrating some noteworthy incidents belo: * Once, a non-disabled lady with her child (young the child was, but not an infant) casually boarded the PWDS compartment. People (senior citizens, my mother and a visually impaired person) asked her to leave. She continuously argued that she had often travelled in the PWDs department with her child without being censured, she had a young child to travel with and she was unaware of any rule that disallowed non-disabled people from boarding PWDS compartment. Despite her vague arguments, legal protesters of the compartment patiently explained to her, asked her to quickly move to the Ladies compartment at the next station, explained her the eligibility criteria to board the PWDS department, asked her to call the railways office to clarify the same etc., yet, she persisted and remained in the compartment refusing to leave. The incident finally concluded with an officer arriving at the next station and us passing her to clarify her doubts about the same with the officer, resulting in her departure from our PWDS compartment, for good. * Once, with a minorly disabled lady, an unreasonably large group of ladies boarded the PWDS compartment, 6 or more ladies in all, till I recall. Everyone in the compartment asked the group to leave because such a large group of escorts for one single disabled lady was not permitted. A visually impaired man, who was incidentally standing nearby, became aware of this right and rule violation and continued the argument. One of the ladies in the group began shouting, and subsequently abusing, to which the visually impaired man reciprocated in the same language as well. Conclusively, the group had to depart due to the excess amount of people in their opposition and due to the heat ignited in the argument. * In general, often groups of ladies or girls, school and college students and other individuals, often simply illegally board the PWDS department anticipating that their arrival will not be unwelcome. Either they come with an argument prepared or with an intention to retaliate back if they are censured, or simply take a chance to see if they will be permitted to travel in the PWDs compartment. * I didn't listen too carefully, but, a few days ago, on the Mumbai railways, there was an announcement going on emphasizing that non-disabled people were not permitted to travel in the PWDs compartment and violation would result in a fine (missed the amount of the fine).
