Take IIMs as an example, MBA is for two years, so when I enter in the first year, I will have no junior to help me out, seniors is out of question, so there is effectively no pool for me to choose a scrieb and I have to depend on the institute to provide scribes. This will happen with most of the campus colleges which are far away from the city.
