Before I go further with this thread, let me clarify that I have obviously
no information as to why or how SBI require a blind user to opt for a
different sort of an ATM card for using speech features. Further, it is
also
unhealthy to jump to any conclusions with the scant information we have
here. So, let us look at this objectively.
1. Logically, this ATM card should not be any different from any other ATM
card. It won't be a separate card that only works with certain ATM
machines
providing a limited set of services.
2. the only difference is that this card will have extra embedded
information that tells an ATM that this user may require speech. If that
ATM
has a speech feature, it will be enabled automatically. If there is no
speech capabilities in an ATM, it will just offer the standard interface.
3. you will have to use headphones for speech features anyway. It would be
foolish to have your bank balance read out by a loud speaker.
4. the problem with having a switch to enable and disable speech is that
regular sighted users who may not know about speech features and may
complain that they are unable to use certain features or their interaction
is different for whatever reason.
5. If SBI are indeed restricting the functionality of these specialised
ATM
cards like not enabling them to be used in other machines in a normal way,
it is the most idiotic solution and needs to be resolved.
So, lets channel our energies in obtaining the right information before we
start ranting about how differently we are being treated and all that. I
don't think there is any harm in SBI requiring users to obtain a slightly
modified card for using accessible ATMs as long as the basic functionality
of the card is still available.

I am still having troubles in understanding, why do we need to have
an uniquely designed card to enable speech in ATM machines?
You can have a small piece of switch to turn on the speakers. If you
are really interested in protecting privacy, you can just give them an
earphone jack, right?
Earphone jacks would also help individuals with other reading
challenges and senior citizens as well, right?

There is a RBI circular. Will send it tomorrow. SBI has started rolling
out
ATMs. We had tested these machines in Mumbai last year. I am forwarding

mails to Dr. Sam at XRCVC who has been in touch with the SBI.
It started with a case before the Commissioner of Disabilities in 2005.
then
the RBI circular of 2008 and then the other circular of RBI to banks
asking
them to have 1/3rd talking ATMS. Then last year the testing and reports.
Now
the roll out has started.
They were supposed to be full fledged ATMS which additionally had audio
output.
Now when I read these reports of special cards etc. I am quite surprised.
Please let me know what is your exact interest in this matter and I can
explain better.

Yes sir, as you said SBi installed 5 Talking ATMs in chennai. For that

have to apply for a special ATM Card. I have applied for the same.
Probably within a week I will be receiving that card. One of my
visually
impaired friend has used talking ATM for withdrawal of cash. As per his
statement it is very user friendly.
Presently SBI has given few powers for the users of this card like hot
cash,
cash withdrawal, change of PIN etc., If you need more information
please
write.
For your information, I am working in State Bank of India in clerical
cadre.
